Attestation By MEA

All original documents requiring attestation or Apostille should be first authenticated by the designated agencies in the State from where the document has been issued. In case of personal documents, Home Department/General Administration Department are the designated authorities. In case of educational documents, the documents should first be authenticated by the Education Department.

When a person from India go abroad for job his certificates has to be authenticated by that country's embassy or consulate in India. Since there are many Indians working in GCC countries - Bahrain, Kuwait, Oman, Qatar, Kingdom Saudi Arabia (KSA), and United Arab Emirates (UAE) it is necessary for them to to attest their documents in corresponding foreign embassy or consulate in Delhi or Mumbai.

Apostille

If the document is intended for use in a foreign country it has to be legalized for foreign use. This is a process in which various seals are placed on the document. The legalization procedure basically depends on one factor: whether the target country has joined the Convention Abolishing the Requirement of Legalization for Foreign Public Documents (“The Hague convention”).
